PUBLIC NOTICE Nebraska Department of Environmental Quality Air Quality Division Notice is given to the public, according to Chapter 14 of Title 129 – Nebraska Air Quality Regulations as amended March 29, 2020 and Chapter 10 of Title 129 - Nebraska Air Quality Regulations as amended September 28, 2022, that the Department is proposing to issue a Class I operating permit to Cargill, Incorporated (FID# 57902) for the operation of a corn wet milling facility (Standard Industrial Classification codes 2046 and 2869) located at 650 Industrial Park Drive, Blair, Washington County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 351.01 tpy of Particulate Matter (PM), 255.07 tpy of PM ≤ 10 microns (PM10), 150.48 tpy PM ≤ 2.5 microns (PM2.5), 273.43 tpy Sulfur Dioxide, 608.87 tpy Oxides of Nitrogen, 1,042.49 tpy Carbon Monoxide, 1,180.91 tpy Volatile Organic Compounds, 2.08 tpy Hydrogen Sulfide, 66.63 tpy of Acetaldehyde, 10.36 tpy of Acrolein, 9.06 tpy of Formaldehyde, 23.54 tpy of Hexane, 1.98 tpy Hydrochloric Acid, 21.70 tpy of Methanol, 133.43 tpy total HAPs, and 1,530,784.82 tpy Greenhouse Gases CO2 equivalents (CO2e). Washington County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Washington County is unclassifiable in regards to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species. The Department has reopened portions of operating permit OP96S1-001, issued May 12, 2022, for cause in accordance with Title 129, Chapter 15, Section 006 as amended March 29, 2020 and Title 129, Chapter 9, Section 006 of Title as amended September 28, 2022 to address comments from US EPA’s Order Responding to Cargill’s Petition VII-2022-9, dated February 16, 2023. The proposed permit and supporting materials are available for inspection by the public Friday, May 5, 2023, through Monday, June 5, 2023 at the office of the NDEE, 245 Fallbrook Boulevard, STE 100 Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only those provisions that are being revised by this permit action are open for comment at this time. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
