NOTICE OF CREATION Notice is hereby given that the Mayor and Council of the City of Blair, Nebraska, have by Ordinance No. 2438 created the following Paving District, having outer boundaries and including street improvements as shown below: PAVING DISTRICT NO. 203 Pursuant to Sections 16-617, 16-617.01, 16-618, 16-619 and 16-620, R.R.S. Neb. 1997, Paving District No. 203 be and the same is hereby created within the City of Blair, Nebraska, the outer boundaries of which District shall encompass the following-described properties together with the street described below upon which said properties abut, TO-WIT: A TRACT OF LAND BEING DESCRIBED AS LOTS 1 – 16, 42 – 55 AND LOTS 33 - 39 OF NORTHERN VIEW SUBDIVISION PHASE II BEING A PLATTING OF TAX LOT 79 AND 78 LYING WEST OF THE SOUTH LINE OF WILBUR STREET IN THE NW ¼ OF SECTION 13, TOWNSHIP 18 NORTH, RANGE 11 EAST OF THE 6TH PRINCIPAL MERIDIAN, BLAIR, WASHINGTON COUNTY, NEBRASKA. Within said District, the street to be improved and improvements to be included are: South 14th Avenue from south lot line of Lot 41 of Northern View Subdivision south to end of development including the cul-de-sacs on the west side of the 14th Avenue serving Lots 13, 14, 15 and 4, 5, 6, and 7 and on the east side of South 14th Avenue for Lots 51, 52, 53, and 54, cul-de-sac for 14th Circle serving Lots 33, 34, 35, 36, 37, 38, and 39, Tax Lots 72 and 75 of Section 13, Township 18 North, Range 23 East all within the Northern View Subdivision of Blair, Washington County, Nebraska. The improvements to be constructed in Paving District Number 203 shall include grading, paving, curbing, guttering, storm sewer and other necessary or incidental appurtenances to the improvements. Paving will consist of 25 feet wide by 7 inches thick Portland Cement Concrete. All of said improvements shall be constructed to the established grades as fixed by ordinance of said City and shall be constructed in accordance with plans and specifications to be approved by the City Council. Said improvements in Paving District Number 203 shall be made at public cost, and the cost of such improvements, excepting street intersections, may be assessed against the property within said District specially benefited thereby, in proportion to such benefits. If the owners of the record title representing more than fifty percent (50%) of the front footage of the property abutting or adjoining any of the street or streets to be improved in said District and who were such owners at the time the ordinance creating said District was published, shall file with the Clerk, within twenty days from the first publication of this notice, written objections to the improvements in said District, said work shall not be done in said District under said ordinance, and said ordinance shall be repealed. If objections are not filed in the time or manner aforesaid with respect to said District, the Mayor and Council will forthwith proceed to construct such street improvements in said District as provided in said Ordinance.
