HED: COUNCIL ADOPTS YEAR-END CERTIFICATION FOR STREET SUPERINTENDENT City of Blair Regular Council Meeting November 9, 2021 The Mayor and City Council met in regular session in the City Council Chambers on November 9, 2021 at 7:00 PM. The following were present: Absent: Kevin Willis, Present: Kevin Hall, Chris Jensen, Mindy Rump, Andrew Schank, Marty Shepard, Jon Stewart, Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, and Chief Lager. Mayor Hansen called the meeting to order at 7:00 p.m. and made introductions followed by a statement of compliance with the open meetings act. Chief Lager presented a Life Saving Award to Officer Samuel Bowen and thanked him for a job well done. Consent agenda approved the following: 4a) Approval of Minutes of the October 26, 2021 meeting, 4b) Clerk report of Mayoral Action of October 26, 2021 meeting, 4c) City Department reports for October, 2021, 4d) Claims as recommended by the Finance Committee, 4e) Approve specifications for the Water Reservoir Cleaning and Inspections, 4f) Approve Liquor License for High Plains Pizza Hut, Inc. dba Pizza Hut of Blair, 1071 S US Hwy 30, Blair, NE for a Class A Liquor License (Beer, On Sale Only). Ordinance No. 2461 amending the City of Blair Zoning Regulations, Article 7, Section 705.07, Minimum Lot Requirements, by adding language that allows lots less than sixty-feet (60’) wide for individual dwelling units of attached single-family dwellings was signed and published. Conditional Use Permit submitted by St. Francis Borgia Catholic Church, 2005 Davis Dr., Blair, Nebraska, to use their Education Center for a K-8 Classical Catholic Academy on Tax Lot 88 in Section 14, Township 18 North, Range 11 East of the 6th PM, (2005 Davis Dr) Washington County, Nebraska, for twenty (20) years. Conditional Use Permit submitted by Robert Woodhouse, 7601 LaCantera Dr., Forth Worth, Texas, for the continuation of the antenna tower location and use for the BJ Antenna Farm, on Tax Lot 76 Section 23, Township 18 North, Range 11 East of the 6th (2546 S Hwy 30), Washington County, Nebraska, for twenty (20) years. Final Plat application submitted by Thanh Huynh, 1008 S. 74th Plaza, Omaha, Nebraska, for the West Valley subdivision, a replat of All of Block 18, Dexter’s 1st Addition, City of Blair, Washington County, Nebraska (24th & Nebraska) was approved as presented. Ordinance 2462 vacating and abandoning Park Street right of way adjacent to both Block 18 and Block 7 in Dexter's First Addition, Blair, Washington County, Nebraska being replated into West Valley Subdivision was signed and published. Council approved Keno request in the amount of $25,000 for a lighting project at Peterson Field for Blair Cubs. Ordinance 2463 for the sale of Lot 2, YMCA Wilson's Addition to Hipnar Properties was signed and published. Council approved the agreement with Black Hills Energy for Gas Main Relocation for the Blair South Bypass Project. Resolution 2021-34 to approve the amended Blair Police Policies and Procedures was signed and adopted. Resolution 2021-35 to approve offering new hiring retention incentives for positions with the Blair Police Department was signed and adopted. Council approved the purchase of a new 2021 Ford Explorer at the state bid price of $34,496. Ordinance 2464 adjusting and establishing the boundaries of the voting wards for municipal elections in the City of Blair, Nebraska was signed and published. Resolution 2021-36 to approve amendments to the Civilian Pension Plan and the 457(b) Plan to allow for additional contributions was signed and adopted. Resolution 2021-37 adopting the year-end certification of City Street Superintendent was signed and adopted. Ordinance 2465 amending the Blair City Municipal Code, Chapter 3, Article 1, Section 3 Municipal Operations was signed and published. Ordinance 2466 amending the Blair City Municipal Code, Chapter 3, Article 3 Utilities Disconnection was signed and published. Resolution 2021-38 adopting policy and procedures for utility billing, payment, and disconnection was signed and adopted. City Administrator Storm had no report. Council member Rump asked the City Council for some assistance to help host a tree lighting in front of City Hall on November 18.
