City of Blair Special Council Meeting December 10, 2020 The Mayor and City Council met in special session in the Blair Public Library on December 10, 2020 at 5:00 PM. The following were present: Kevin Hall, Chris Jensen, Mindy Rump, Andrew Schank, Marty Shepard, Jon Stewart, Kevin Willis, Frank Wolff. Also present were: City Administrator Storm, Assistant City Administrator Barrow, City Attorney Solomon, and Chief Lager. Mayor Hansen called the meeting to order at 5:00 p.m. and made introductions followed by the Pledge of Allegiance. Mayor Hansen opened a public hearing to consider Emergency Ordinance 2415 amending Chapter 4 of the Blair Municipal Code to add Article Section 4-510 entitled "Prevention of COVID-19 in reference to the proposed regulation requiring face coverings while indoors within the city. Mayor Hansen closed the public hearing. All Council members individually thanked the public for attending the meeting and for their input on the issue. Council received and placed on file all information received before and during the meeting regarding the proposed ordinance for a mask mandate in Blair. Council voted to disapprove the Emergency Ordinance 2415 amending Chapter 4 of the Blair Municipal Code to add Article Section 4-510 entitled "Prevention of COVID-19 in reference to the proposed regulation requiring face coverings while indoors within the city.
