City of Blair Regular Council Meeting September 28, 2021 The Mayor and City Council met in regular session in the City Council Chambers on September 28, 2021, at 7:00 PM. The following were present: Absent: Chris Jensen, Present: Kevin Hall, Mindy Rump, Andrew Schank, Marty Shepard, Jon Stewart, Kevin Willis, Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. by Mayor Hansen followed by a statement of compliance with the open meetings act and Pledge of Allegiance. Consent agenda approved: 3a) Approval of Minutes of the September 14, 2021 Tax Levy Hearing and September 14, 2021 regular meeting, 3b) Clerk report of Mayoral Action of September 14, 2021 meeting, 3c) City Department reports for the Blair Police Department, 3d) Claims as approved by the Finance Committee, 3e). Mayoral appointment of Council member ________ to the Gateway Development Board. (No appointment was made), and 3f) Approve dates for Fall Clean Up and Open Burn with a permit. Council postponed levying special assessments for Paving District No. 200, Water Extension District No. 55, and Sanitary Sewer Extension No.77 all in Deerfield Addition Replat until the October 12, 2021 meeting. Council went into Executive Session at 7:10 p.m. to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege and came out of Executive Session and reconvene as a City Council at 7:48 p.m. Resolution 2021-30 approved an agreement between the City of Blair and the Fraternal Order of Police (FOP) Lodge 83 dated October 1, 2021 - September 30, 2024 was signed and adopted. Ordinance No. 2455 setting and fixing the compensation for the Officers and Employees of the City of Blair for FY 2021-2022 and FY 2022-2021 was signed and published. City Administrator had no report.
