City of Blair Regular Council Meeting May 9, 2023 The Mayor and City Council met in regular session in the City Council Chambers on May 9, 2023, at 7:00 PM. The following were present: Mayor Melinda Rump and Council members: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Andrew Schank, Kevin Willis, and Frank Wolff. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon. Library Director Zarco and Chief Lager. Mayor Rump called the meeting to order followed by a roll call vote and the Pledge of Allegiance. Consent agenda approved the following: 4a) Approval of Minutes of the April 25, 2023, meeting; 4b) Clerk report of Mayoral Action of the April 25, 2023, meeting; 4c) City Department reports for April 2023; 4d) Claims as recommended by the Finance Committee; 4e) Approve Mayoral appointment of Laurie DeVivo to the Blair Housing Authority Board for unexpired term of 12/31/2026. Mayor Rump read a Proclamation recognizing May 15, 2023, as National Peace Officers Memorial Day and the week of May 15, 2023, as National Police Week. Mayor Rump opened a public hearing to consider and possibly take action on a redevelopment plan entitled: "Redevelopment Plan for the Jennings Properties Redevelopment Project" for Lot 3, South 10th Street, an Addition in the City of Blair, Washington County, Nebraska. Council approved the following: Resolution 2023-16 approving the Redevelopment Plan Entitled "Redevelopment Plan for the Jennings Properties Redevelopment Project", to the Mayor and City Council of the City of Blair; Ordinance 2506 authorizing the Issuance of Highway Allocation Fund Pledge Bonds not to exceed $11,000,000 for the purpose of paying for the costs of constructing certain streets and related improvements to the city; Council rejected the bid received for the 30-inch Industrial Water Main Project and direct Staff to rebid the project; awarded the bid for chemicals for use at the Water Treatment Plant to all the low bidders for FY 23/24; accepted the acquisition contract with Thomas Lund in the amount of $16,800 for the Hollow Road right of way; Resolution 2023-17 to approve amendments to the Civilian Pension Plan and the 457(b) Plan to amend the definition of employee and allow for a matching contribution for the position of City Administrator and authorized the sale of the 1989 Fire Apparatus as excess property and authorize the selling of the unit with the proceeds split 50/50 between the City of Blair and the Blair Rural Fire Board. City Administrator Green expressed his gratitude for allowing him the opportunity to serve Blair and considered it a great privilege. He is working to reacquaint himself by having one on one meetings with city staff and will be reaching out to the Council members to set up meetings as well to get to know each of them better. He also updated the Council on the search for a new Treasurer and encouraged the Council to bear with staff as the front office is dealing with the lack of staff and working hard to keep things going.
