City of Blair Regular Council Meeting July 26, 2022 The Mayor and City Council met in regular session in the City Council Chambers on July 26, 2022, at 7:00 PM. The following were present: Present: Holly Hafer, Kevin Hall, Andrew Schank, Marty Shepard, Jon Stewart, Kevin Willis, Frank Wolff, and Mindy Rump. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Librarian Zarco and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. by Mayor Hansen followed by a statement of compliance with the open meetings act and the Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the July 12, 2022, meeting, 3b) Clerk report of Mayoral Action of meeting, 3c) Claims as approved by the Finance Committee, 3d) Approve Mayoral appointment of Dr, Faye Jones to the Airport Authority until December 2022, and Allison Matson to the Library Board until June 2024. Conditional Use Permit submitted by Melvin Sudbeck of Melvin Sudbeck Homes, Inc, 16255 Woodland Dr, Omaha, Nebraska, to construct (16) single-family attached dwellings with a minimum square footage of 1,200 per unit on Lots 65-80, Ridgeview Estates (1135-1287 JoAnn Drive), A Replat of Lots 38-49 of Ridgeview Estates, a Subdivision in the City of Blair, Washington County, Nebraska, was postponed until City Attorney determines if this permit would be infringing on covenants. Council approved adding the Memorial Community Hospital & Health System logo to the easterly side of the Blair Water Tower; the modification of the City logo and to be placed on the south side of the Blair Water Tower; and approve $10,000 for the sponsorship of a Tannenbaum event on November 17, 2022, at city hall, including a contract for reindeer. Resolution 2022-28 renewing the city's Property, General liability, and Worker's Compensation insurance with the League Association of Risk Management (LARM) for 2022-2023 was signed and adopted. Council accepted the proposal from MDI in the amount of $102,044.00 for the purchase of a new boat dock at Optimist Park. City Administrator reminded the Council of the budget workshop on August 8 at 5:30 p.m. He also noted that Optimist Park has had some damage to the parking area due to the intake construction. The contractor will fix and replace when they are complete.
