City of Blair Regular Council Meeting August 24, 2021 The Mayor and City Council met in regular session in the City Council Chambers on August 24, 2021, at 7:00 PM. The following were present: Kevin Hall, Chris Jensen, Mindy Rump, Marty Shepard, Jon Stewart, Kevin Willis, Frank Wolff and Andrew Schank. Also present: City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. followed by statement of compliance with open meetings act and the Pledge of Allegiance. Consent Agenda approved the following: 3a) Approval of Minutes of the August 10, 2021, meeting, 3b) Clerk report of Mayoral Action of the August 10, 2021 meeting, 3c) City Department reports for the Blair Police Department and Public Library and Technology Center, 3d) Approve the route for the Blair High School homecoming parade, and 3e) Approve claims as recommended by the Finance Committee. Conditional Use Permit renewal submitted by Sapp Bros. Petroleum, Inc., 1500 Front Street, Fremont, Nebraska, for bulk fuel, gas and propane storage on Tax Lot 67, Section 12, Township 18 North, Range 11, (225 S. 4th Street), Blair City, Washington County, Nebraska was approved for twenty (20) years. Ordinance No. 2448 amending Blair City Municipal Code, Chapter 5, Article 5 by adding new sections 5-516, 5-517 and 5-518 and amending Sections 5-701, 5-703 and 5-705 concerning the use of golf carts on the city streets and establishing penalties on second reading failed. Ordinance No. 2447 amending the City of Blair Zoning Regulations, Article 8, Section 805.4 Exceptions, by adding Storage Units, Mini to the list of Excepted Uses in OPD (Office Park District) on final reading failed. Ordinance No. 2450 approving a purchase agreement for the sale of Lots 35 and 41 in Transformation Hill Addition, within the City of Blair, Washington County, Nebraska to Orchard Valley, Inc. and Ordinance No. 2451 repealing Ordinance No. 2356 regarding Lots 13, 15, 18 and 20 in Southern Ridge Addition and authorizing the publication for sale of these lots were signed and published. Resolution 2021-24 approving the development of Generations Park on Lot 87, Deerfield Addition and authorization to apply for federal assistance from the Land and Water Conservation Fund was signed adopted. Ordinance No. 2452 amending Ordinance No. 2430 correcting Sanitary Sewer Extension District No. from "77" to "79" was signed and published. Council approved the preliminary budget for FY 2021/2022 and authorized the publication of Budget Hearing set for September 13, 2021. City Administrator had no report.
