Board tentatively sets ribbon cutting for Justice Center Washington Co Board of Supervisors The Board met at 3:04 pm on Tue, Apr 27, 2021 in the Conference meeting room at the Public Library in Blair, Nebr. Present: Chairman Steve Dethlefs, Co Board Members, Jordan Rishel, Lisa Kramer, Bob Frahm, Kevin Barnhill, Jay Anderson, and Steven Kruger. Also present, Co Clk Barb Sullivan and Sheriff Mike Robinson. Board unanimously approved the agenda for 4/27 and the minutes from the 4/13/21 meeting. Claims were received, reviewed and approved unanimously. Board voted unanimously to receive and place on file correspondence from the following: 1) Dodge Co Planning Commission, 2) City of Blair Annual TIF Report. Jared Schleifer, Weitz Construction, gave a brief update to Justice Center project. Co Atty Vander Schaaf entered meeting. Bill Hansel, Hwy Supt, gave an update to Road Dept projects then opened rock, gravel and culvert bids. Board voted unanimously to accept and approve gravel and culvert bids and allow Road Dept to purchase as needed. No rock bids were received. Keith Carl, Hanna Keelan & Assoc, gave a presentation of the Washington Co Housing Study with Strategies for Affordable Housing and answered questions from board. Chris Shewchuk, Planning Adm, presented the following public hearings: 1) Robert Dailey, representing Consolidated Concrete LLC, requests approval of a CUP to operate temporary concrete batch plant on property zoned I-3 Old. Applicant Dailey answered questions. There were no comments during public hearing. Board unanimously approved CUP for temporary batch plant for a term of two years. 2) Jacob Peterson requests approval for a one-time lot split on TL 24 in Sec 35-20-11, a change of zone from A-1 to A-LSR for the newly created parcel, and a CUP for an accessory structure prior to the construction of the principal structure. Mark Peterson spoke on behalf of applicant. No other public comments during public hearing. Board unanimously approved one-time lot split of TL 27, Sec 35-20-11. Board voted unanimously to adopt Res 2021-11; rezoning a portion of TL 24, Sec 35-20-11. Board unanimously approved a CUP to allow an accessory structure prior to construction on principal structure on portion of TL 24, Sec 35-20-11 for a term of 2 yrs. 3) Cody Lambrecht requests CUP for a Confined Animal Feeding Operation (med) for finishing swine on property zoned A-1. Applicant Lambrecht spoke. There were no other comments during public hearing. Board unanimously approved CUP for CAFO (med) for a term of 30 yrs. Dan Douglas, Emergency Mngr, discussed the Families First Coronavirus Response Act Employee Leave Policy for county employees. Douglas said that the policy that was extended in January needs to be reviewed due to vaccine availability and asked the board to change the review date to 2 weeks from today. Board voted to modify review date on COVID Leave policy approved on 1/12/21 to 5/11/21 with 6 board members voting aye, Kruger voting nay. Board discussed Res 2021-12; Supporting the Second Amendment of the US Constitution. Kramer stated she supports the resolution but believes the language should be stronger. Mike Anderson, Lori Pickette, Ben Stangl and John Orr all spoke on the matter. Board voted unanimously to adopt Res 2021-12; Supporting the Second Amendment. Kramer discussed setting a date for ribbon cutting ceremony for Justice Center and said the Enterprise would like to publish a special edition for the occasion. Board voted unanimously to set ribbon cutting date for July 10 pending availability of Weitz and Prochaska. Board voted unanimously to contact with MAPA for redistricting services. Public Comments: John Orr and Mike Anderson spoke. Board gave brief committee reports. Board voted unanimously to go into closed session at 5:32 p.m. for the purpose of discussing attorney client privilege information regarding current, potential, imminent threat of litigation and contract negotiations involving Washington Co. Those present in the closed session were 7 board members, Co Atty Vander Schaaf and Michael Rook, Gateway Development. Board voted unanimously to come out of closed session at 5:47 p.m. In open session the board voted unanimously to go into contract with Andrea McChesney.
