FOR SALE Notice is hereby given that the City of Blair is offering for sale the following surplus real estate: Lots 1 through 8 and Outlots A, B, & C in South 10th Street subdivision along the west side of 10th street south of Wilbur Street in the City of Blair, Washington County, Nebraska. (Lots 1 through 8 are immediately west of 10th Street across from the new Dollar General Distribution Center being constructed. Lot 7 has an easement encumbrance for a high-pressure gas main by Black Hills Energy. Outlots A, B, & C are generally the creek and tree area separating the lots from the residential area to the west and are unbuildable.) Sealed proposals should be filed with the Blair City Clerk, 218 S. 16th Street, Blair, Nebraska, 68008, on or before 2:00 o'clock P.M. on Thursday December 30, 2021. It is anticipated the City Council will approve any sales not later than February 1, 2022, and all lot sales will be subject to the Statutory 30-day remonstrance period as required by law. Should the City not receive proposals or acceptable proposals for the sale of any lots or property, the City will continue to accept proposals after the December 30th submittal date, in order received, until all lots and property is sold. Lots 1 through 7 as currently platted are all approximately 1.03 to 1.09 acres in size. Lot 8 is approximately .65 acre. The city of Blair will consider replating any or all lots to provide the configuration/size and proposal(s) that are in the best interest of the City of Blair. Zoning for the lots is ML – Light Manufacturing. Anyone wanting to know whether certain types of uses are permitted can contact the Blair City offices and talk to City staff in charge of the zoning department. The City of Blair reserves the right to reject any and all offers with or without cause and/or to negotiate with any or all individuals, companies, and businesses to prefect the proposal(s) that will be in the best interest of the City to promote new business and generate the best long term financial revenue flow for the City of Blair. In addition to proposed purchase price, all proposals should include a statement outlining the proposed use of the property, timeline for development, and an outline of any conditions or requirements that would affect the potential purchase and development. All utilities, including but not limited to water, sewer, gas, electrical, will be available on or adjacent to each lot. Internet/phone/cable will be available through fiber by those vendors serving the city of Blair on or adjacent to each lot. Electrical service is provided by OPPD, and natural gas by Black Hills Energy, Buyer will be responsible for development and construction of storm water management for the proposed use per the Blair City Codes. Although the City Council has not established a minimum price for the lots it is anticipated each lot will have an assessment of approximately $50,000 for the construction of water, sewer, and paving constructed to serve the South 10th Street subdivision and surrounding area.
