PUBLIC NOTICE Washington County Board of Supervisors The Board met in regular session at 3:00 pm on Tue, Jan 12, 2021 in the Conference meeting room at the Public Library in Blair, Nebr. Co Clk Barbara Sullivan declared the reorganizational meeting for 2021 was in session. Present: Co Board members Steve Dethlefs, Jordan Rishel, Lisa Kramer, Bob Frahm, Kevin Barnhill, Jay Anderson, and Steven Kruger. Also present, Dpty Clk Lori Bensen, Shrf Mike Robinson, and Co Atty Scott Vander Schaaf. Clerk requested nominations for Chairman. Kruger nominated Dethlefs. Board voted that nominations cease and cast a unanimous ballot for Dethlefs. Clerk requested nominations for Vice Chairman. Kruger nominated Frahm. Board voted that nominations cease and cast a unanimous ballot for Frahm. Chairman Dethlefs presided over the meeting and declared a recess from Board of Supervisors meeting at 3:04 p.m. to go into Board of Equalization. Meeting reconvened at 3:08 p.m. Board unanimously approved the agenda for 1/12 and the minutes for the 12/22/20 meeting. Board voted unanimously to designate Washington County Bank, Two Rivers Bank, Nebr Agency Investment Trust, and Union Bank & Trust as depositories for county funds in 2021. Board unanimously voted to authorize Treasurer to deposit county funds in any of the designated depositories. Board unanimously approved the monthly fee reports and all claims. Board voted unanimously to receive and place on file correspondence from Dodge Co Planning Comm. Jared Schleifer, Weitz Construction, gave a brief update on Justice Center project. Bill Hansel gave an update to Road Dept projects then discussed contract with Speece Lewis for to replace bridge with box culvert on Co Rd 28 for $14,520. Board voted unanimously to approve contract to replace bridge with box culvert-C89 (617). Next Hansel asked board to rescind the motion to award financing to US Bank for the purchase of 2 motor graders that took place at the Dec 8th meeting. Hansel stated US Bank was requiring an additional attorney opinion letter in order to proceed with the loan and that Washington Co Bank would still honor their finance bid. Board voted unanimously to rescind motion from Dec 8 to use US Bank for the financing of 2 motor graders. Board voted unanimously to accept financing for 2 motor graders with Washington County Bank. Lastly Hansel discussed setting a date for the One & Six Year Plan Hearing. Board voted unanimously to set the One & Six Year Plan Hearing for 2/9/21 at 3:15 p.m. An informational meeting regarding the One & Six Year Plan is set for 1/26/21 at 5 p.m. Board voted unanimously to certify the appointment of William Hansel as the Washington Co Hwy Supt for the period of 1/1/21 thru 12/31/21. Chris Shewchuk, P & Z Administrator, discussed appointments to the Washington Co Board of Adjustment. Board unanimously approved the appointment of Cynthia Timmermier as a regular member of the Board of Adjustment for a three-year term ending Feb, 2024. Board unanimously approved the appointment of Ryan Sullivan as the alternate member of the Board of Adjustment to fill an unexpired term ending Feb, 2022. Dan Douglas, Emergency Manager, discussed the Families First Coronavirus Response Act that expired Dec 31, 2020 and made recommendations from the Emergency Management Committee to continue with the Emergency Paid Sick Leave policy for county employees. Board voted unanimously to continue with the Families First Coronavirus Act for county employees and review in 6 months. Board voted unanimously to receive and place on file Treasurer’s Semi-Annual Statement. At 4:13 p.m. the board voted unanimously to go into closed session for the purpose of discussing attorney client privileged information regarding current, potential, imminent threat of litigation and contract negotiations involving Washington County. Those present were 7 board members, Sheriff Robinson and Co Atty Vander Schaaf. Board voted unanimously to come out of closed session at 4:41 p.m. No action in open session.
